AI readiness and market entry

A ready buyer changes the entry decision, not the need for one.

Microsoft’s 2026 Work Trend Index finds AI users in India and the UAE well ahead of the global average. Among the AI users it surveyed, 32% in India and 26% in the UAE fall into its most advanced group, which it calls Frontier Professionals, against 16% globally. In India, 44% say their leadership is clearly aligned on AI; globally, 26% do.

For a company selling AI-enabled products or services across borders, buyer readiness is a commercial signal. It can shape how quickly a pilot becomes a contract, who signs it and what support the customer will expect. It does not settle which market to enter, through which partner or at what price. Those are the decisions to which Fractionova brings AI-native Opportunity Intelligence and principal-led judgement.

The 2026 Work Trend Index Annual Report is published by Microsoft. Released in May 2026, it draws on a survey by Edelman Data x Intelligence of 20,000 knowledge workers who use AI at work, 2,000 in each of ten markets including India, conducted between February and April 2026. A further nineteen markets, including the UAE and Saudi Arabia, were surveyed separately and reported market by market. Figures are Microsoft’s and reflect what AI users surveyed report; the interpretation is Fractionova’s. Fractionova is not affiliated with Microsoft.

Where AI users are furthest ahead

Microsoft reports its survey market by market as well as globally. On most of its readiness measures, India and the UAE sit well above the global figure.

More advanced use

32% of AI users surveyed in India and 26% in the UAE are Frontier Professionals, against 16% globally. In Saudi Arabia the figure is 22%. For comparison, it is 12% in Germany, 16% in the UK and 17% in the US.

New work, not only faster work

78% of AI users in India, 82% in the UAE and 78% in Saudi Arabia say they are producing work they could not have produced a year ago, against 58% globally.

Leadership alignment

44% of AI users in India say their leadership is clearly and consistently aligned on AI, against 26% globally. The figure is 31% in the UAE and 30% in Saudi Arabia.

Room to change how work is done

25% of AI users in India, 21% in the UAE and 23% in Saudi Arabia say they are rewarded for reinventing work with AI even when it does not immediately produce results, against 13% globally.

A note on the sample: everyone surveyed already uses AI at work, at least occasionally, and every figure is self-reported. The figures describe AI users, not whole workforces or whole markets. India is one of the ten core markets, each surveyed with 2,000 respondents; the UAE and Saudi Arabia were surveyed as additional markets, for which Microsoft does not state sample sizes.

What readiness changes in a sale

A finding matters commercially when it is connected to a specific business. For a supplier of AI-enabled products or services weighing India or the Gulf, these are the questions Fractionova would put first, organised by the dimension of the opportunity they affect.

Customer demand

Users who can take more

Where more AI users already work with agents and redesign their own workflows, a more capable product may find users ready to adopt it. That is a reason to test demand, not evidence of it.

The decision

Which customer segments in our target market are ready for what we sell, and which still need the basic version?

Partners & counterparties

Who signs, and who supports

Where leadership is aligned on AI, a decision may reach the right level sooner. Adoption still depends on someone close to the customer to implement, train and support.

The decision

Do we sell to leadership directly, or through a partner that already supports these customers?

Technology & capability

Buyers who check the output

63% of AI users in India rank quality control of AI output among the skills that matter more as AI takes on work, against 50% globally. 87% in India and 88% in the UAE say they treat AI output as a starting point and stay responsible for the thinking.

The decision

Does our product make its outputs easy to check, explain and correct, as these buyers will expect?

Economics & commercial potential

Readiness is not price

A market where users are further ahead may support a fuller product, but readiness says nothing about budgets or what buyers will pay.

The decision

What will customers in this market pay for, and does the cost of serving them leave a margin?

Policy & geostrategic conditions

Hosting and data still apply

Readiness among users does not remove requirements on where data is hosted and processed. Our separate perspective on sovereign AI examines those requirements.

The decision

Which hosting, data and procurement requirements apply to our product in this market?

Timing & market readiness

Early, or ahead of the competition

Where users are already advanced, early entrants may find receptive customers, and competitors may find them too.

The decision

Is this the moment to enter, and which market should come first?

What readiness does not tell you

Microsoft’s survey is a useful signal and an incomplete one. Four limits matter for an entry decision.

  • It describes users, not buyers. Everyone surveyed already uses AI. It does not show how many organisations are buying, or what.
  • It is self-reported. Figures reflect what respondents say, not measured adoption or results.
  • It does not measure demand. Nothing in it shows demand for a particular product, at a particular price, through a particular route.
  • Sample sizes differ. India’s figures rest on 2,000 respondents; Microsoft does not state the sample sizes for the UAE and Saudi Arabia.

Those gaps are where an entry decision is actually made: in customer requirements, procurement, partners, economics and timing for a specific product.

Decisions this page is written for

Bring the question in the form your board would ask it.

Which customer segment is ready to buy now, and at what price?

Decision Sprint

The UAE or Saudi Arabia first?

This is a hypothetical illustration, not a client engagement or a claim of achieved outcomes.

An Indian software company sells an AI-enabled document and workflow product to engineering and industrial firms at home. Prospects in the UAE and Saudi Arabia have asked for demonstrations. Its leadership has the capacity for one regional entry this year and needs to decide where to start and how.

Fractionova’s AI engine would connect buyer segments and readiness in each market with procurement routes, partner capability, hosting and data requirements, localisation expectations and the economics of serving each market. Principal-led review would establish which route supports the next commitment and what evidence would justify it.

Explore Market Entry & Partner Intelligence

A

Enter the UAE through a Dubai-based partnerSell and support through an established reseller or integrator. The questions are which partner, what margin the channel needs and who owns the customer relationship.

B

Open a UAE regional entityEstablish a company in the UAE to serve the Gulf directly. The questions are the cost to serve, the hiring required and which markets it can reach from Dubai.

C

Enter Saudi Arabia with a local partnerGo where the projects are larger and local participation matters. The questions are which partner, what localisation is expected and how long procurement takes.

Three ways to commission the intelligence

You do not need to choose a format first. The starting point is the decision your business needs to make.

Decision Sprint

Concentrated intelligence for a consequential choice.

A focused investigation around a defined decision, culminating in a decision brief with the recommended direction, unresolved questions and conditions for commitment.

For example: Decide whether the UAE or Saudi Arabia should be the first Gulf market, and through which route.

Market & Partner Mission

A coordinated mandate to develop market access and commercial relationships.

An integrated investigation into market priorities, entry structures and counterparties, with prioritised partners and preparation for engagement.

For example: Qualify resellers and integrators in the UAE that could implement and support an AI-enabled product, and prepare engagement.

Fractionova Intelligence Office

A retained intelligence capability around your strategic agenda.

Recurring investigation and monitoring, supported by agreed business context and structured principal-led reviews.

For example: Track procurement, partner and policy developments across India and the Gulf as the product scales.

Questions this page answers

What is Microsoft’s Work Trend Index?

It is Microsoft’s annual research on AI at work. The 2026 edition, published in May 2026, surveyed 20,000 knowledge workers who use AI across ten markets, including India, between February and April 2026, and reported a further nineteen markets, including the UAE and Saudi Arabia, individually.

How do India and the UAE compare?

On most of the survey’s readiness measures, AI users in both sit above the global figure. 32% in India and 26% in the UAE are Frontier Professionals, against 16% globally, and 78% and 82% say they are producing work they could not a year ago, against 58%.

Who are Frontier Professionals?

Microsoft’s term for AI users who report three things together: using AI agents for complex or multi-step work, routinely redesigning workflows around AI, and taking part in shared, repeatable AI practices. They are 16% of the AI users surveyed globally.

Does AI readiness mean demand for my product?

No. The survey covers people who already use AI and records what they report. It does not measure demand for a particular product, budgets or procurement routes. It is a reason to investigate a market, not a substitute for doing so.
